Regions can never be at thee same level but let us talk in terms of relativity. Proper resource allocation is indeed a unicorn in development particularly in creating relative income disparities. Proper allocation follows who is leading and how strategically that leader thinks or plans for their respective region. Patriotism becomes their light beam to follow while implementing to avoid swindling of such resources.

I agree with you on this topic of resource allocation to determine wealth. However remember that all resources are equitable in value quality and quantity. Some are more than others and that may create a difference.
