The upper leg bones are not visible as they are covered in feathers giving penguins a very short legged appearance.

Yes they have knees, according to my understanding l know there is no humanbeing who can manage to walk well without that joint and the penguin move well, only that they are too short to be clearly observed but they have the knees

A penguin’s leg is composed of a short femur, knee, tibia and fibula. The upper leg bones are not visible as they are covered in feathers giving penguins a very short legged appearance. Here you can compare the leg of a penguin skeleton (left) to a model of a human skeleton (right).

I say no because their body structure is very different from those in category of things which have knees like a human being, goats, cows and others ,its body from the thigh to the toe it is very short to have knees.
